Museums might seem like a good place to study but most of the Smithsonian museums are quite bustling. There are also limited places to sit and put down books and other study materials.

A few that might work are the Hirshorn - at one point, at least, they had chairs and small side tables in the main hallways on the upper levels - and the atrium at the American Art Museum/Portrait Gallery but only if you don't need complete quiet to study.

Another place to look into is the Library of Congress. That'll definitely be less busy and less noisy with areas dedicated to studying. You can see the LOC link below on information on how to use the library. You may need a reader identification card but it's free and not that much trouble to get.

The museums really don't have a good place for you to spread out your things, and they're also not very quiet. Besides libraries and coffee shops, I can't think of any place where there are tables to spread out.

But if you're looking for a peaceful place to just read the books, and you don't need a lot of spread-out space, try the steps of the Lincoln Memorial (about eight blocks from Foggy Bottom). Another place I see people relaxing is on the steps of the Masonic Temple in the 1700 block of 16th Street NW (between R and S Streets).

The museams are a great place because they are crowded, and while not super loud the hustle and bustle can be just as much of a disturbance. The libraries are always quiet the MLK library has several floors and is 2 blocks from China Town...

Try the Library of Congress. Although it is a library, it is as artsy as you can get. Check it out. It is so impressive and is a museum unto itself.

The best library in the world is the Library of Congress. You can study there. But you cannot check books out.

This is my help from Washington, D.C. United States of America.
