Canton and Fells Point aren't close to Baltimore, they are both IN Baltimore. Georgetown is also in DC, not Maryland.
Anyway, about Maryland you are looking for Condos and townhouses that are close to shops but aren't overly expensive. But think about it, who wants to live in a condo or townhouse by shops that ARE overly expensive? That kind of puts you in the same boat as a lot of other people, especially nowadays with the economy the way it is.
I would have to say if you are looking for modern conveniences of having a condo nearby stores, those are most going to be located in the urban and suburban areas of Maryland such as Baltimore County, Howard County, Montgomery County, etc, where a good nucleus of MD's population lies. Not so ironically it's the stretch between Baltimore and DC, which is one of the largest metro areas in the US with a ton of tech and government jobs. Which means it might be generally more expensive to live here than say the Pittsburgh area.
A lot of people have started to drift out away from the DC suburban area as well as some from the Baltimore area having moved to places like Frederick, MD, and southern PA to find cheaper condos, housing, etc.
Honestly, if you are looking for trendy places, Fells Point and Canton probably top the list. You wouldn't hear about them if they where in high crime areas of Baltimore. Contrary to popular belief, not ALL of Baltimore is dangerous and most people into big time nightlife in MD find it in downtown Baltimore. But those areas probably aren't cheap either. All of Maryland is pretty much mapped out, there really isn't anyone up and coming place geared towards young people.
Just places that are gearing towards people wanting to move into new homes, apartments or condos that like most non-big city zip codes in the US, offer a mix of people of all ages. In that regard Maryland is no different than any other state. If you want cheaper, you might find that in the more rural parts of the state which may not be exactly what you are hoping for in regards to modern convience.
